Chairman McPherson called the meeting to order at 10:38 am.
ACCEPTANCE OF THE JANUARY 5, 2007 MINUTES
A motion was made by Commissioner Campbell to accept the January 5, 2007 minutes as distributed. Motion was seconded and voted in the affirmative.
FINANCE COMMITTEE - Mary Cassani
Mary reviewed the December financial report. Megabucks sales are up about $500,000, or 3.1% compared to last year. Daily Numbers sales are down $3,500, or .03%. Triple Play sales are down $535,000, or 15.5% decrease. Total promotional Add-A-Play games increased sales $2 million. Net Profit increased from last year $1.3 million, a 12.3% increase. Contingency Funds are all in the positive. Expired Unclaimed Prizes are at $1.2 million.
The Finance Committee requested Commission approval to continue with Barry, Dunn, McNeil and Parker for the FY07 audit.
MOTION
A motion was made by Commissioner Scala to extend the contract with Barry, Dunn, McNeil and Parker for one more year. Motion was seconded and voted in the affirmative.
Mary will contact Barry, Dunn, McNeil and Parker to set up schedules to begin the pre-audit work.
MARKETING COMMITTEE - Maura McCann
The press clip report was distributed and reviewed.
Scientific Games has done an analysis on the Holiday Bonus which will be reviewed by the committee and shared with the commission at next month's meeting.
Paycheck is up and running and things are going along well for the new game.
DEVELOPMENT COMMITTEE - Pam Coutts
Add-A-Play: The committee is looking at repositioning the game. Consideration is being given to making the game a stand alone game. With such a move, multiple games and multi-price points will also be investigated.
Possible prize structures for a Raffle game are being reviewed. This type of game is being targeted for the holiday season of 2007.
Discussions have begun for a replacement game for Paycheck. It generally takes 18 to 24 months to implement a game from first discussions to implementation.
An administrative procedure will be developed regarding the 365 day cashing rule. When this is done the Pick 3 and Pick 4 rules will be updated.
DRAW COMMITTEE - Maura McCann
Everything went well in the transitioning from Triple Play to Paycheck in the Draw Room. The last Triple Play draw and the breakdown of the prizes went fairly smoothly.
There are new Megabucks balls in place.
OPERATIONS REPORT - Gweneth Dean
The committee is working on a new development process for the new standards based on the NASPL Best Practices. The committee is moving forward with a new process which will change the way the committee's been thinking. The committee will now come up with a detailed spec first and give it to Scientific Games who will then provide the commission with a timeline for implementation. The committee is developing standard templates for the specs. This should result in smoother transitions at launch time. Templates should be developed within the next month. A new communication method will be tested soon. It is hoped that this new method will shorten the implementation time.
SCIENTIFIC GAMES - Liz Dimmick
Liz discussed the Millionaires Club game which is a game developed by Scientific Games. A presentation is scheduled for anyone interested.
ACCEPTANCE OF THE COMMITTEE REPORTS
A motion was made by Commissioner Scala to accept the committee reports as presented. Motion was seconded and voted in the affirmative.
OTHER BUSINESS
The March meeting is scheduled for Friday, the 2nd of March, at the New Hampshire Lottery Commission at 10:30 a.m.
A motion to adjourn was made by Commissioner Scala.
